This time, Joe must rescue kidnapped civilians while taking on gangs and urban hazards across a series of side-scrolling levels. Gameplay focuses on timing and movement rather than weapon-based combat. Joe defeats enemies by jumping on their heads, giving the game a distinctive twist compared to traditional beat-’em-ups. Progression hinges on rescuing trapped citizens, each of which triggers one of four fast-paced sub-games that test reflexes, memory, and problem-solving under strict time limits.
